This is a WWII (WWII) and Korea era helmet with liner. The helmet portion, or "pot," was used for everything from washing socks to warming C-rations. The liner kept the helmet from bouncing around on the soldier's head and from echoing, since it served as a shock absorber if the helmet was hit by enemy fire.
