This printed resolution appeared in the newspapers for six consecutive weeks and as a broadside in all the towns of the Commonwealth of Massachusetts. The resolution of June 12, 1817 instructed the Selectmen of each town to count the members of their community who were deaf and dumb, to make note of their age and sex, and, further, to list "their situation" as to property ownership of the people named and that of their relatives.
