label levels:

There is currently no available "Beginner" label. The following is the default level label: This 1924 conference on public health in the schools came during a time when there was a great deal of public concern about the health of youthful Americans. This concern has remained constant in most times, but in this era these worries were often expressed in racial terms. Here, the major objective is stated as "making a race of healthy school children and in time a race of healthy American citizens." In many places in the United States during this era this emphasis on race was an outgrowth of the eugenics movement.
