THE CONSTITUTIONAL AMENDMENT.- We again copy the proposed
Constitutional amendment which has passed both Houses of Congress by the required
two-thirds vote, and has received the approval of the President as follows:
"Article XIII. No amendment shall be made to the Constitution which will
authorize or give to Congress the power to abolish or interfere, within any
State, with the domestic institutions thereof, including that of persons held
to labor or servitude by the laws of said State."
The following was the vote on the amendment in the Senate- Republicans being
in italics:

NAYS- Messrs. Bingham, Chandler, Clark, Doolittle, Durkee, Foote, King,
Sumner, Trumbull, Wade, Wilkinson, Wilson- 12.
Mr. Fessenden of Maine did not vote. The Republicans who voted against it have
never expressed any dissent from the position affirmed in the amendment; but
they did not think there was any necessity for placing it in the Constitution
at this time. |
